    For the past 29 years Paul Watkins and Magdalene Skretta, the principals of PMW Management Partners, Inc., worked with the U.S. Department of Housing and Urban Development (HUD) headquarters and field office staff, leading and managing numerous technical assistance assignments to assist in the recovery and sustainability of troubled, at-risk and receivership Public Housing Authorities (PHAs).Our work consisted of developing technical work plans and budgets in conjunction with HUD headquarters and field office leadership, and leading the on-sight technical and managerial effort of providing direct assistance with PHA staff for the improvement, recovery and sustainability of PHA operations. Our projects included all aspects of planning, managing and monitoring improved performance across the Housing Choice Voucher Program, Public Housing Program, financial, capital and asset management. Our responsibilities also included developing agency plans for repositioning property assets through HUD\u2019s Rental Assistance Demonstration (RAD), Section 18 Demolition\/Disposition, Section 22 Mandatory Conversion and Capital Fund Financing Program.Our consulting teams ranged in size from two to ten technical experts covering financial management, daily property and asset management operations, conducting PHA financial operations and management assessments for HUD Field Office  and Headquarters review, providing capital fund and modernization planning and execution, procurement guidance, PHA Board training (using HUD\u2019s Lead-the-Way series) and long-term agency planning, development finance training, HCV management.<\/p>\n\t\t\n<\/div>\n
